CELA carries a unified, pro-growth message for creative industries into Indiana’s policy conversations — at the Statehouse, with state agencies, and alongside economic development partners. When the creative economy speaks with one voice, it gets heard.
HOW CELA ADVOCATES
Collective advocacy in action.
CELA works through relationships with state and federal agencies, and elected officials to keep the creative economy on Indiana’s agenda. We advocate for policies, investment, and infrastructure that help creative businesses grow, create jobs, and retain talent.
One voice matters. Throughout the legislative session, we alert members to developments that affect creative industries — and, when it counts, activate our statewide network around a shared, pro-growth position.
Our advocacy is shaped by CELA’s sector councils and board, and carried out in partnership with our government affairs partner, Catalyst Public Affairs Group. Together, we develop and monitor legislation that affects Indiana’s creative economy and represent members’ interests where decisions are made.
During the session, members receive additional updates and calls to action as priority issues move. Leadership Members help set the priorities we carry.

CELA’s 2027 legislative agenda is being developed with our councils, board, and members. It will be organized around four areas that determine whether Indiana’s creative economy can grow — previewed below.
